On 5 September 2020, the State Council wrote a letter formally approving the establishment of the Jiangxi National Innovation Demonstration Zone (NIDZ). The new NIDZ will be established on the basis of seven national high-tech zones already existing within Jiangxi province, specifically in: Nanchang, Xinyu, Jingdezhen, Yingtan, Fuzhou, Ji’an, and Ganzhou.
NIDZs can be seen as “upgraded versions” of high-tech zones. They have the mission to serve as trial and experimental platforms for innovation policies, most notably with respect to equity and financial reforms, tax reduction and relief, and commercialisation of results in emerging high-tech industries, especially through the participation in national Mega Projects. Their objective is to demonstrate the effectiveness of government policies which, if successful, could then be exported and replicated in other areas of the country.
At present, 18 NIDZs have been established across China, including in Zhongguancun, Zhangjiang, Southern Jiangsu, Hefei-Wuhu-Bengbu, Pearl River Delta, Changsha-Zhuzhou-Xiangtan, etc.
Both NIDZs and national high-tech zones offer significant incentives and supporting policies to innovation actors that want to enter their parks. A study on this topic was concluded under the previous phase of this project in May 2017, see link below.
