Requirements
EU-China STI Flagships:
- This call targets joint proposals already submitted under the two H2020 topics specified above
- The Chinese partners should be official participants of the H2020 project for which the application is submitted (i.e. should be included in the “participants” list)
- Each proposal should include the participation of at least 3 Chinese partners, one of which should be indicated as leader
- Industry-University-Research cooperation encouraged
- Participation of enterprises encouraged. In this case the enterprise should provide additional funding (at least equalling the amount of government funding received)
- The cooperation among the European and Chinese partners should be highly-complementary and based on win-win principles
- Project implementation period generally is 3 years
Other EU-China priority areas:
The CFM funds EU-China joint research and innovation projects under the framework of Horizon 2020 (2018-2020 work plan). The eligibility requirements for Chinese applicants are:
- Should have already submitted a joint application with the European partner to H2020 call published in 2018 (a copy of the H2020 proposal in English submitted should be included in the application dossier, with a translation in Chinese of the project budget as well as the specific research contributions of the Chinese partner)
- In case of a consortium formed by two or more Chinese applicants, a consortium leader should be chosen
- Should be an official participant of the H2020 project for which the application is submitted (i.e. it should be included in the “participants” list)
- The cooperation among the Chinese and European partners should be complementary and win-win
- The European partner should follow the rules and procedures of H2020
- Each project generally should last maximum 3 years
Applicants from the Chinese side should also generally follow the rules and procedures governing National Key R&D Programmes, particularly the Interim Measures for the Management of National Key R&D Programmes and the Fund Management Measures for National Key R&D Programmes. These generally include: possession of independent legal person status in mainland China, usually for around 1 year before the date of publication of the CFM call. Possession of strong R&D capacities with experience in international cooperation; Age requirements (generally not exceeding 60) and academic title for PIs; time to be dedicated in the proposed project (usually at least 6 or 9 months per year); limit on the total number of projects currently under implementation, especially if already receiving funding from other national projects (in which case the PI is not eligible for the CFM). Scientists of foreign nationalities recruited by China-based entities can be presented as PIs; etc.

Notes
The European partner must be an entity based in Europe. China-based affiliates of European enterprises can apply for co-funding from the Chinese side.
