In line with the Comprehensive Plan for the Enhancing the Establishment of Beijing as a National Science, Technology and Innovation Centre (Guo Fa [2016] No. 52), and the relevant municipal-level five-year plan (Jing Zheng Fa [2016] No. 44), the Beijing Municipal Science and Technology Commission in 2018 started to fund and support a series of research projects to enhance the city’s innovation capabilities and to deepen supply-side reforms in the agricultural field.

Research topics and subjects
- Demonstration and application of excellent varieties with Beijing characteristics
- R&D, demonstration and application of key technologies for the quality development of agriculture
- Mass innovation and entrepreneurship, and science and technology support to agriculture
- Upgrading and smartification of cold chain logistics technologies
Requirements
The areas and topics of the proposed research project should:
- Be in line with the topics and areas indicated in annual calls (in 2018 these were: food safety monitoring, detection, standardisation, and equipment; urban agriculture; optimised breeding of special Beijing varieties; nurturing of nutritious and health industries; etc.)
- Industry-university-research joint applications are encouraged
- Have not received funding from other programmes at either the national or municipal level
- Project duration: 3 years
In addition, the applicant should meet the following requirements:
- Enterprise or public institute with independent legal personality in Beijing, with strong conditions and capacities implementing the proposed project
- Standardised management, operational and financial procedures, absence of negative credit
- Enterprise-led projects should also provide additional funding, according to at least a 2:1 ratio with government funding requested
