In order to contribute to the establishment of a modern and strong manufacturing sector, the Chongqing Municipal Commission of Economy and Informatisation launched the Chongqing Industrial and Informatisation Special Programme, which provides subsidies to hundreds of projects integrating data-based tools or technologies to operations.
The programme differs from the Chongqing Technology Innovation and Application Development Special Programme (see corresponding factsheet below) as the latter is run by the Municipal S&T Bureau and focuses on research and development.
Target:
Enterprises; industry-university-research cooperation
Eligibility requirements:
Eligibility requirements may vary according to key priority areas indicated in the specific tender guidelines attached to the call (generally relating to specific investment amounts that the project must exceed in order to be eligible for subsidies; or to certifications obtained, etc.), but in all cases the following requirements must be met:
- Entity registered and with independent legal personality in Chongqing
- Solid financial management mechanisms in place
- The project for which subsidies are requested must be in line with national and local industrial policies
- The project for which subsidies are requested must have not received financial support from other funding channels
- The project for which subsidies are requested should have already been launched
- In principle, applications for subsidies can only be submitted for a max of three projects
What are the benefits?
Up to 5 million RMB of subsidies for each selected project.
Hundreds of projects are selected every year for subsidies (more than 1,200 in 2018 only).
When and where are calls published?
Calls are published on an annual basis, usually in two different batches (the first in March/April; the second in June/July), on the website of the Chongqing Municipal Commission of Economy and Informatisation. The deadline for submitting applications is usually within 4 weeks from the publishing date.
Method of application:
Applications are submitted in hard copy version to district-level bureaus of economy and informatisation, which (after a preliminary review) will forward to the municipal commission.

Around 4% of the over 1,200 projects which received subsidies in 2018 belonged to foreign-invested enterprises, including wholly foreign-owned enterprises, e.g.:
