On 29 August 2020, during the World Artificial Intelligence Conference held in Shanghai, MOST Vice Minister Li Meng presented the list of newly approved National New Generation AI Open Innovation Platforms. These are:
- Shanghai Yitu Network Technology Co., Ltd.: Visual Computing National AI Open Innovation Platform;
- Shanghai MiningLamp AI (Group) Co., Ltd.: Intelligent Marketing National AI Open Innovation Platform;
- Huawei Technology Co., Ltd.: Basic Software and Hardware National AI Open Innovation Platform;
- China Ping’an Insurance (Group) Co., Ltd.: Inclusive Finance National AI Open Innovation Platform;
- Hangzhou HIK Vision Digital Technology Co., Ltd.: Video perception National AI Open Innovation Platform;
- com: Intelligent Supply Chain National AI Open Innovation Platform;
- Beijing Megvii Technology Co., Ltd.: Image Perception National AI Open Innovation Platform;
- Beijing Qihu Technology Co., Ltd.: Safe Brain National AI Open Innovation Platform;
- Beijing TAL Education Technology Co., Ltd.: Intelligent Education National AI Open Innovation Platform;
- Beijing Xiaomi Mobile Software Co., Ltd.: Smart Home National AI Open Innovation Platform.
The total number of National New Generation AI Open Innovation Platforms is 15. The other 5 were established in 2017 and 2018: (i) Baidu Autonomous Driving National AI Open Innovation Platform; (ii) Alibaba Cloud (Aliyun) Urban Cognition National AI Open Innovation Platform; (iii) Tencent Medical Imaging National Open Innovation Platform; (iv) iFLYTEK Voice Intelligence National AI Open Innovation Platform; (v) SenseTime Intelligent Vision National AI Open Innovation Platform.
Earlier in August 2019, MOST published the Work Guidelines for the Construction of New Generation Artificial Intelligence Open Innovation Platforms, standardising the procedures through which AI Open Innovation Platforms are selected, evaluated and established; and clarifying the role, responsibilities and requirements for National AI Open Innovation Platforms.
In addition to becoming beneficiaries of government services and funding programmes (particularly the “New Generation Artificial Intelligence” 2030 Megaproject), entities involved in New Generation AI Open Innovation Platforms are expected to receive strong support from the government in the regulatory/administrative sphere. For instance, the Beijing local government has allowed Baidu to become the first company to test driverless cars on Beijing’s streets. Alibaba was enabled to monitor and intervene in Hangzhou’s traffic, taking automated decisions on road planning, bus routes, and traffic lights. Tencent received the authorisation to establish clinics and a laboratory powered by AI technologies. This kind of support results in substantial advancements for the companies vis-à-vis their competitors in pushing forward technology application/demonstration.
