On 3 March 2020, the Ministry of Science and Technology and the Ministry of Finance jointly released the Fund Management Measures for National Key R&D Programmes (Cai Ke Jiao [2016] No. 113). The Measures anticipate the Interim Measures for the Management of National Key R&D Programmes (Guo Ke Fa Zi [2017] No. 152) and were issued to regulate fund utilisation and management utilisation during the implementation of National Key R&D Programmes. Specifically, the outline:
- Budget management provisions
- MOST and MOF will commission external professional auditors to evaluate the overall budget plan for annual NKP calls
- Funding scope of central government budget:
- Direct fees are allocated to support expenditure for: equipment, materials, testings, purchasing publications or IPR, logistics, consultancy, service charges, and others;
- Indirect fees are allocated to support expenditure for items which cannot be foreseen at the time of application, and are calculated according to the following percentages:
- Projects < 5 million RMB: 20%;
- Projects > 5 million RMB but < 10 million RMB: 15%;
- Projects > 10 million RMB: 13%
- Budget implementation and adjustment:
- External professional auditors are required to review the previous year spending and submit reports to each NKP’s project management agencies before 20 April every year
- Supervision:
- Enhancing information sharing between MOST and MOF;
- Implementing regular on-site inspections;
- Advancing risk alert and prevention;
- Specifying illegal activity penalties;
- Setting up a credit management system to record inspection results.
