During a press conference on 15 August 2020, the Beijing Municipal People’s Government released the Three-year Action Plan for S&T Reform and Opening-up in Beijing. The document is part of the municipal government’s efforts to further implement reforms and opening-up in eight sectors. It lists a total of 15 reforms and opening-up measures that will be implemented over the next three years in three main areas:
- Accelerate the clustering of high-end S&T resources in Beijing: including expanded fast track channels for high-level foreign talents applying for visas or starting businesses, and a newly established category of S&T awards for foreigners making outstanding contributions to Beijing; new support measures to encourage regional headquarters of MNCs to establish R&D centres in Beijing, and to encourage local R&D structures to hire high-level scientists especially in key fields such as brain sciences, artificial intelligence and nanotechnologies.
- Strengthen international S&T cooperation and exchanges: including launching new international cooperation projects and increasing open access in the Huairou Science City; formulating a Three-year Action Plan for Belt and Road S&T Cooperation in Beijing (focusing e.g. on the establishment of joint incubators, S&T parks, labs, talent growth bases, etc.); extending the maximum period for temporary admission of eligible R&D testing vehicles; increasing support to world renowned service firms to launch IPR protection-related services in Beijing.
- Shape a more open innovation environment: including increasing support to tech transfer projects introduced in Beijing, through the formulation of Administrative Measures for Promoting Technology Transfer in Beijing, and through government-backed guiding funds investing in domestic and foreign teams and projects; the creation of dedicated spots and scenarios for testing the application of technologies in key high-tech fields, especially AI, 5G, big data, cloud computing, blockchain, life sciences, frontier materials, robotics, and new energy vehicles.
