Similar to National Engineering Research Technology Centres under the Bases and Talents Programme, the Jiangsu Provincial Engineering Research Centre is a status given to certain Jiangsu-based entities with strong conditions and capacities for innovation, dedicated to market- and industry-oriented engineering R&D, verification, application and integration of core technologies in key areas.
Being recognised as Jiangsu Provincial Engineering Research Centre guarantees financial support from the Jiangsu Provincial Development and Reform Commission for the establishment of the facility and purchase of equipment, together with priority when applying to other provincial- or national-level funding programmes.
- In line with provincial priorities and needs for socio-economic development. Priority granted to applicants operating in: new generation ICT, high-end machinery, biopharma, new energy vehicles, new materials, or other high-tech and strategic industries. Priority also granted to projects featuring the introduction of new technologies such as Internet+, sharing-economy, artificial intelligence, blockchain, etc.;
- Solid team and personnel with standard management and operation mechanisms. At least 20 dedicated R&D personnel, with team leaders being renowned figures in their fields (senior-level or with Ph.D. degree);
- Previous experience in implementing provincial-level (or above) R&D projects or standardisation. Possession of a series of indigenous IPR with good market prospects but yet to be industrialised;
- Applicants are generally leading enterprises or other highly competitive and growing enterprises, universities, or research structures (joint applications are encouraged). Possession of dedicated R&D facilities (at least 200 sqm) and instruments (with a value of at least 2 million RMB).
Jiangsu Provincial Engineering Research Centre will receive financial support from the Jiangsu Provincial Development and Reform Commission for the establishment of the facility, and for the purchase of the equipment and devices needed for their designed activities.
Selected facilities are also expected to receive strong support from local authorities when applying to other provincial- or national-level funding programmes (e.g. NKPs).

Applicants must first receive official endorsement and recommendation by municipal-level administrations in Jiangsu province. There are limits on the number of applicants that can be recommended by each administration.
