On 19 November 2020, the Tianjin Municipal Commission of Science and Technology issued the Several Measures for Further Optimising Work Relating to High-level Foreign Experts in Tianjin (Jin Ke Wai Zhuan [2019] No. 173). The document outlines a list of 24 specific measures that the local administrations will implement to increase the attractiveness of Tianjin as a research destination for high-level foreign experts, for instance through:
- Timely and cyclic collection of requests and proposals from local contractors to recruit high-level foreign experts for specific megaprojects, engineering tasks, and research projects in basic research, strategic emerging fields, and social development fields.
- More effective, targeted and systematic dissemination of recruitment-related information and announcements, through cooperation with foreign influential career platforms, as well as through better cooperation with and participation in matchmaking activities, job fairs, etc.
- Improved and more effectively organised management mechanisms for foreign experts in Tianjin, including through the establishment of one-stop, simplified and rapid services for immigration- and visa-related issues (not necessarily located in Tianjin itself), as well as a database providing constant updates on upcoming visa expiry and renewal deadlines, etc.
- Other services such as regular training, courses, exchanging sessions on several aspects (including new policies).
