On 8 November 2020, the Hangzhou Municipal Science and Technology Bureau published a call for public comments on a draft version of the Action Plan for the Establishment of the Hangzhou National Artificial Intelligence Experimental Zone. The Action Plan aims to make Hangzhou one of China’s leading hubs for AI technologies, specifically by achieving the following objectives by 2023:
- Achievement of major breakthroughs in fundamental theories and core technologies in big data intelligence, cross-media intelligence, swarm intelligence, hybrid-enhanced intelligence, autonomous intelligence systems, intelligent chips, etc., with over 300 core invention patents obtained and 10 national major achievements realised;
- Pioneering of AI application scenarios and spots, namely launch of at least 10 demonstration projects for AI application (including for the Hangzhou Asian Games 2022, future communities, urban governance, Alibaba AI Application, ‘Urban Brain’, etc.) and nurturing of 80 key benchmark enterprises;
- Cultivation of AI enterprises, through the establishment of 5 AI major platforms and 10 AI application/demonstration parks and towns. At least 10 enterprises will have become key leading AI enterprises nation-wide, while 300 enterprises will have become leaders in AI niche sectors and 500 AI enterprises will have obtained HNTE status. The size of the local AI industry will have reached 200 billion RMB, with a leading position in intelligent security, intelligent vehicles, intelligent robots, and intelligent software and hardware;
- Magnet for top-notch AI talents, including the recruitment of 40 globally leading AI talents, 300 entrepreneurs, 800 leading R&D scientists, 5,000 senior researchers, etc.
To reach these objectives, the Action Plan outlines 35 specific measures that will be adopted and implemented within the Hangzhou National Artificial Intelligence Experimental Zone, including the areas of: (i) research on fundamental theories; (ii) R&D of core technologies; (iii) integration of application/demonstration; (iv) talent attraction and cultivation; (v) industrial innovation development; (vi) innovation environment; (vii) institutional reforms; etc.
The Ministry of Science and Technology had approved the establishment of the Hangzhou National Artificial Intelligence Experimental Zone in October 2019 (together with other zones in Tianjin, Shenzhen and Hefei).
