On 23 November 2017, the State Council published the Notice on the Establishment of National-level “Made in China 2025 Demonstration Zones” (Guo Ban Fa  No. 90).
According to the Notice, Made in China 2025 (MIC2025) Demonstration Zones can be established by municipal districts of directly-controlled municipalities, sub-provincial cities, and prefecture-level cities. Prior application is required. Joint applications of two or more cities will also be permitted as long as they are not too geographically distant, and there is an evident and high degree of industry correlation and complementarity.
MIC2025 Demonstration Zones will have the main objectives of integrating “Internet+” with mass innovation and entrepreneurship, enhancing and upgrading traditional industries, and contributing to the shaping of an innovation ecosystem where enterprise are the main actors. Special attention will be given to increasing financial support to resident enterprises of MIC2025 Demonstration Zones, particularly privately-held and SMEs, through different types of government funds and capitals. This suggests that particularly priority will be granted to resident enterprises when applying to government funding programmes or incentives.
The Notice also stipulates relaxed market entry restrictions for foreign-invested actors. Specifically, the authority of approving and managing foreign investments, and of launching international trade cooperation activities, can be transferred from the provincial government of whether the MID2025 Demonstration Zone is located directly to the zone-level. The document also explicitly specified that each enterprise should be treated equally by all zone-level policies and measures adopted in the MIC2025 Demonstration Zone.
