In order to mark the 30th anniversary of the launch of economic reforms and opening-up in Pudong New District, on 25 June 2019, the Shanghai municipal people’s government published the Several Opinions on Supporting New Economic Reforms and Opening-up in Pudong to Achieve High-quality Development in the New Era. A total of 20 opinions were listed to further increase the role of Pudong New District in pushing forward national strategies and needs. These were grouped under different areas, including:
- Pioneer and explore the deepening of institutional reforms: including upgrading Pudong New District to municipal-level authority in managing economic affairs; deepening the reform of the market entry management system; deepening the reform of “internet+ government services”; and the reform of industrial land use.
- Create a cutting-edge window for total opening: especially centring on the Shanghai Free Trade Zone, by deepening the implementation of the pre-establishment national treatment system (negative list), by upgrading customs special supervision areas into comprehensive bonded zones, by optimising the arrangements for receipt and payment of cross-border funds for offshore trade, by increasing support to enterprises involved in integrated circuit design, by deepening the reform of centralised operations and management of cross-border funds for multinational corporations, by locating the Shanghai International Dispute Resolution Centre as well as domestic and international arbitration and litigation entities to establish within the Free Trade Zone, etc.
- Establish the core area of a world class S&T Innovation Centre: especially centring on Zhangjiang Science City. Zhangjiang’s role as National Laboratory will be supported and promoted in supercomputing, pharmaceuticals, energy, nanotechnologies, and new materials industry. Universities and multinational corporations are encouraged to establish innovation centres in Zhangjiang. Efforts will be made to achieve breakthroughs in core chips, high-end equipment, basic materials, AI core algorithms, etc. Talent attraction policies for both domestic and international talents will be further promoted and relaxed, specially in the Free Trade Zone.
- Establish new industrial highlands with international competitiveness: particularly through the establishment of industrial parks in Pudong in integrated circuits design, equipment and materials; through the establishment of industrial bases for pharmaceuticals and medical equipment in Zhangjiang; through the establishment of AI application and demonstration spots; further development of commercial aviation, intelligent new energy vehicles, and 5G.
